Senate Majority Leader Bob Munson sees that getting enough votes to confirm the appointment may be a difficult task. Cooley manages to track down James Morton. Anderson's death turns the majority of the Senate against the president and the majority leader. His favorite character was Seab Cooley, the old senator played by Charles Laughton in the motion picture. Both report favorably to the full Senate.

Junior senators previously of little significance, each insults his seniors and tramples on Senate custom and prerogative, leading eventually to his censure by the Senate and the quick evaporation of his popularity. There are people and events in this book as in any that are akin to people and events in reality, but they are not the people and events of reality. It is said that the story is based on Drury's first-hand insight into the personalities and political practices of the lates including the episode wherein Senators Styles Bridges and Herman Welker threatened to publicize a homosexual in Senator Lester Hunt 's family if Hunt did not resign from the Senate.

The very conservative Cooley vows to stand by Anderson no matter what. Neuberger reviewed the novel for The New York Times inwriting that "rarely has a political tale been told with such vivid realism" and calling the book "one of the finest and most gripping political novels of our era. According to my count, fifteen senators appear, however briefly, as named identifiable characters. Yes, he wrote multiple drafts of the first three chapters, but the later chapters were written in first draft after the novel was accepted for publication.
